Former PM Kevin Rudd confirms that the CPRS was shelved on advice from Julia Gillard and Wayne Swan:

The Carbon Pollution Reduction Scheme (CPRS) was former PM Kevin Rudd’s version of the carbon tax. Failing to put a price on carbon was one of the excuses Julia Gillard used to justify taking the leadership from Kevin Rudd.
